Notice regarding Commonwealth Roads to Recovery Program funds for Queensland

The Queensland Local Government Grants Commission is aware that Deputy Prime Minister and Minister for Transport and Regional Services, The Honourable John Anderson MP, has announced the new Roads To Recovery (RTR) allocations for the period from 2005/06 to 2008/09 and that the new allocations have resulted in increases and decreases compared to the existing RTR allocations.

The new RTR allocations are based on the 2004/05 distribution of the Identified Road Component of the Financial Assistance Grants whereas the existing RTR allocations were based on the 2000/01 distribution of the Identified Road Component of the Grant

Although the Grants Commission has not changed the method used to distribute the Identified Road Component, relative changes in road length and population from 2000/01 to 2004/05 have resulted in each council's share of the total pool of funds changing over this period. It is these changes in the relative share of the Identified Road Component that have resulted in the increases/decreases in the RTR allocations.

The formula used to allocate the Identified Road Component is:

  • 62.85% according to council road length; and
  • 37.15% according to council population.
  • These percentages have not changed since 1996/97.

    The total amount of the Identified Road Component distributed to councils increased from $76.1M in 2000/01 to $89.1M in 2004/05. Most councils would have received an increase in their actual allocation over this period, unless their road length or population decreased significantly. Even if a council's actual allocation did increase over this period, their relative share of the total pool (in percentage terms) may have decreased if their road length and/or population decreased or increased at a lower rate relative to other councils.

    As the Commonwealth has allocated the RTR funding based on each council's relative share of the total pool of the Identified Road Component, any decline in this relative share from 2000/01 to 2004/05 will have resulted in a decrease in the RTR allocation.
