Reviews and Research
In January 2002 the Commission undertook a review of its methodology and released the Final Report in January 2003. The impetus for the review was partly in response to concerns expressed by councils and other interested bodies about the methodology used to allocate the Financial Assistance Grant. The Commission also considered that the time was appropriate to review the existing Queensland methodology.
The consultative process for the review provided all interested
parties, particularly councils, the opportunity to make comments
and suggestions about how the distribution of the grant should
be determined. The process used to achieve this aim is detailed

As part of the review, the Commission examined methodologies used by other State Local Government Grants Commissions and, if relevant to Queensland, adopted or adapted parts of the methods used by other Commissions. Although the new methodology has been used for recommending the distribution of the 2003/2004 Financial Assistance Grant, there are aspects of the new methodology that the Commission has not been able to satisfactorily resolve or test. Time precluded all issues being addressed and the Commission does not consider the methodology developed to date as set in stone and will continue to commit resources for further improvement.
